David
C. Olson, Director, 503.823.5290

David C. Olson has
held the position of Director of the Office of Cable Communications and Franchise
Management since 1983. He has served as President of the National Association
of Telecommunications Officers and Advisor (NATOA), the non-profit professional
association of local government cable and telecommunications franchise regulators.
He is a graduate of Reed College (1975) and Lewis & Clark Law School (1978)
and is a member of the Oregon State Bar. His previous professional work includes
service as a staff assistant to the Oregon Legislature and Governor, and to
the Mayor of Portland. David also worked in the cable industry as franchise
development director for Rogers Cablesystems (1982).

Mary
Beth Henry, Deputy Director, 503.823.5414
Mary Beth has worked at the City since 1984 in a variety of positions
and bureaus including the Office of Transportation and Parks. She currently
serves on the Board of Directors of the National Association of Telecommunications
Officers and Advisors (NATOA), serves as Vice-Chair of TeleCommUnity and
represents the City on the League of Oregon Cities Cable/Broadband Standing
Committee. For the last 15 years she has focused her attention on policy
issues related to cable and telecommunications as well as right of way
management. In conjunction with the League of Oregon Cities, she directed
an award-winning video “Right of Way: Protecting the Public’s
Lifeline”. She graduated from St. Michael’s College in Vermont
and the Humphrey Institute of Public Affairs Master’s program at
the University of Minnesota.

Julie
S. Omelchuck, Assistant Director, 503.823.4188
Julie has worked on communications policy issues for the past 19 years.
Julie attended the University of Montana and majored in journalism. She
traveled east to Washington, DC where she worked for the Alliance for
Community Media for three years. In 1989, she headed west to Portland
where she served as director for the Multnomah Cable Regulatory Commission
until it merged with the City of Portland commission in 1993. Julie has
been recognized both locally and nationally for her advocacy work on community
media issues.

Sebastian
Rodrigues, Financial Analyst, 503.823.5413
Sebastian has worked at the City of Portland for 23 years. He has been with
City of Portland Cable Office for the past 14 years, currently as the Senior
Financial analyst for the Bureau. He was with the Parks Bureau for nine years
as a Management Analyst developing a management information system for the
Bureau. He is a Portland State University graduate in business.

Rebecca
Gibbons, Program Coordinator, 503.823.5515
Rebecca joined the MHCRC in September 2001 as a Program Specialist. She served
as the Program Specialist for a private environmental consulting group for
five years prior to coming to the City. She graduated from University of Connecticut
in 1994 with a BA in political science and environmental policy.
