Franchise Agreements
The MHCRC actively administers cable service franchise agreements with Comcast
Cable Communications, on behalf of its member Jurisdictions. Comcast is the
only cable television provider offering cable television services to residents
in Portland at this time. The franchises are non-exclusive agreements meaning
that other companies could provide cable services in areas franchised by Comcast.
The MHCRC actively administers cable service franchsie agreements with Verizon,
on behalf of Gresham, Troutdale, Fairview and Wood Village and Multnomah County.
Consumers can visit www.verizonfios.com or www.verizon.com/fiostv, or call
1-888 WOW FIOS, (1-888-969-3467) to find out if FiOS TV and FiOS Internet
service are available at their residence.
The Gresham/Verizon cable franchise took effect November 18, 2008.
The MHCRC oversees a franchise agreement between Cascade Access and Multnomah
County on behalf of Corbett area residents. The Cascade Access cable franchise

The MHCRC oversees a franchise agreement between Qwest and the City of Portland.
The Qwest cable franchise took effect January 13, 2008. Qwest is required
to identify a specific service date (a date for offering cable service) within
18 months (or no later than July 13, 2009). A failure by Qwest to build will
result in expiration of the franchise in 72 months. For more information regarding
