FRANCHISE CHANGE OF CONTROL FROM VERIZON NORTHWEST INC. TO FRONTIER COMMUNICATIONS
CORPORATION
The MHCRC is holding a Public Hearing on the pending change of control of
Verizon’s local cable franchise agreements to Frontier Communications
Corporation.

on November 25, 2008 and to Fairview, Troutdale and Wood Village residents
on February 6, 2009.

Verizon Franchise

March 2009 - On March 16, 2009, the Commission
unanimously passed Order
No. 2009-01 which finds that Verizon violated its cable franchise with
Gresham by failing to interconnect and provide the MetroEast Community Media
PEG access channels to all Verizon Subscribers on the initial Verizon Service
Date (November 26, 2008), as required by the Verizon Gresham Franchise. However,
in light of Verizon’s successful completion of the interconnection and
provision of the MetroEast Channels to Verizon subscribers on March 4, 2009
(ahead of Verizon’s own internal schedule), the Commission unanimously
decided NOT to impose any fines or financial penalties on Verizon in connection

THE FRANCHISING PROCESS
The MHCRC transmitted a report and recommended franchise to
the Jurisdictions on October 8. The next step is for the City Councils and
the County Commission to schedule the item on their respective council/board
agendas. Once these dates have been selected by the individual jurisdictions,
we will post this information here.
The Gresham City Council, at its November 18 Council meeting, approved a
franchise agreement with Verizon.

Franchise Agreement with Verizon
The City Councils of Fairview, Troutdale and Wood Village voted to approved,
in the form of an addendum to the City of Gresham franchise agreement with
Verizon.
OVERVIEW
Verizon plans to extend its services beyond phone and Internet services to
include cable television in the Cities of Fairview, Gresham, Troutdale, Wood
Village and unincorporated areas of Multnomah County. Once offered, the service
will provide the East County community with a competitive option to Comcast
cable service.
BACKGROUND
At its Oct. 2 meeting, the MHCRC adopted a recommendation to the Jurisdictions
for a Verizon Cable Services franchise agreement. The recommendation took
into consideration MHCRC staff's recommendation, Verizon's views presented
at the Public Hearing and at the Special meeting, and the comment received
from the public as part of the Public Hearing record.
