Commission to Dissolve
Dear Community Members,
After nearly three decades of service to our regional community, the Mt. Hood Cable Regulatory Commission (MHCRC) will dissolve operations by June 30, 2026. The Commission’s six –member jurisdictions—the Cities of Portland, Gresham, Troutdale, Fairview, Wood Village, and Multnomah County—have agreed to wind down the Commission’s affairs in a thoughtful manner that honors our commitments to the community.
As fewer households subscribe to cable services, the revenue supporting cable regulation and public, educational and government (PEG) access has steadily decreased while the costs of maintaining a standalone regional commission have risen. This makes the current structure unsustainable. Dissolving the commission allows the member jurisdictions to manage remaining cable-related resources more directly.
The MHCRC and the member jurisdictions have been instrumental in advancing community access to video technology, public media, and digital equity across our region. As we prepare for dissolution, we remain committed to:
- Distributing funding for FY-25-26 Community Technology Grants cycle
- Fulfilling all existing grant obligations and supporting current grantees through project completion via a post-MHCRC mechanism (currently being decided by the jurisdictions)
- Ensuring responsible stewardship of remaining Commission assets, which will be distributed to member jurisdictions
- Settling all outstanding obligations by the effective termination date
The Commission will continue normal operations through the dissolution process.
We are grateful for the partnerships, innovation, and community impact that have defined the MHCRC’s work over the years. Our commitment to supporting digital equity and community access remains steadfast through this transition.
